REGULATION ASPECT FOR HAIR CARE PRODUCTS

Classification:
According to category of cosmetic products, hair care products are classified
according to functions of products:
1) hair tints and bleaches,
2) products for waving, straightening and fixing,
3) setting products,
4) cleansing products (lotions, powders, shampoos),
5) conditioning products (lotions, creams, oils),
6) hairdressing products (lotions, lacquers, brilliantine’s).
Registration:
All hair care products require registration from authority of each country, current
process is called product notification. No special regulation is imposed on each
product but applicant has to check ingredients for submission as follows:
1) Hair tints and bleaches: limit quantity of hydrogen peroxide, preservatives
and hair dyes.
2) Products for waving, straightening and fixing: limit quantity of preservatives,
hair dyes and color if present.
3) Setting products: in general no restricted ingredient used in the formulation.
Check limit quantity of preservatives if present.
4) Cleansing products (lotions, powders, shampoos), in general no restricted
ingredient used in the formulation. Check limit quantity of preservatives if present.
5) Conditioning products (lotions, creams, oils), Check limit quantity of
preservatives if present.
6) Hairdressing products (lotions, lacquers, brilliantine’s). Check limit
quantity of preservatives if present.
Post marketing:
1) Prepare product labeling.
2) Prepare PIF (Product Information File) for inspection
3) Collect safety feedback for report.
